WIOA Eligibility Documentation
Required Field Nature of Organization
 
a) is eligible to receive Federal Funds under Title IV of the Higher Education Act of 1996 (20 U.S.C. 1970 et Seq.); and
b) provides a program that leads to an Associate Degree, Baccalaureate Degree, or certificate


  All Providers must submit the following documentation:
  A. Evidence of accreditation and/or licensure with the appropriate state or other governing entity to have their programs listed on the ETPL. Potential entities include:

  1. NH Department of Education
2. NH Higher Education Commission
3. NH Department of Safety
4. NH Board of Nursing
5. NH Division of Fire Standards
6. NH Division of Public Health Services
7. NH Board of Barbering, Cosmetology and Esthetics
8. Postsecondary institutions eligible under Title IV of the Higher Education Act (HEA) and offering programs leading toward an associate degree, baccalaureate degree, or certificate
9. Programs that are registered under the National Apprenticeship Act (NAA) with the Department of Labor (DOL)

B. Additionally, Eligible Training Providers must provide the following for Initial Eligibility:

  1. Evidence that programs result in the awarding of an industry recognized credential, national or state certificate, or degree, including all industry appropriate competencies, licensing and/or certification requirements.
2. Student grievance policy and procedure.
3. Refund policy and procedure.
4. Cost information, including tuition and fees.
5. Describe whether the provider is in partnership with a business or multiple businesses.
6. Information that addresses alignment of the training services with in-demand industry sectors and occupations, to the extent possible.
7. Information related to the indicators of performance, which include:
  For all students (includes every student enrolled in a WIOA-approved training program)
 
  • Unsubsidized Employment During the Second Quarter after Exit
  • Unsubsidized Employment During the Fourth Quarter after Exit
  • Median Earning at the Second Quarter After Exit
  • Credential Attainment Rate

  •   All providers must meet the minimum established performance criteria, as approved by the State Board.

    C. Providers that are licensed by the Department of Safety, the Division of Public Health Services or the Board of Barbering, Cosmetology and Esthetics must provide additional documentation, including:

      1. Documentation of liability insurance.
    2. Documentation of surety bond insurance in the amount of 10% of last year's annual gross income or a minimum of $10,000.
    3. Most recent audit or audited financial statement

    D. Apprenticeship programs registered under the National Apprenticeship Act (NAA) are exempt from initial eligibility procedures. Registered Apprenticeship programs must verify the status of their program on an annual basis in order to remain on the ETPL.

    E. Providers receive initial eligibility for only one fiscal year for a particular program.

    Any marketing or publicity regarding WIOA funding as a resource for eligible training providers is prohibited.
